This report seeks to capture attitudes about peace, justice, and social reconstruction while peace talks were taking place between the Ugandan government and the Lord’s Resistance Army in Juba, South Sudan. It is our hope that this report will assist policy makers to develop coherent and integrated programs that promote justice and accountability and social and economic development for the people of northern Uganda. This report was conducted in partnership with the Payson Center for International Development (Tulane University) and the International Center for Transitional Justice.
