Bio

Julie Freccero is the Senior Director of Health and Human Rights at the Human Rights Center. She founded and led the Center’s Health and Human Rights Program, building an eight-year, externally funded research and implementation portfolio focused on improving the health and safety of marginalized populations affected by humanitarian crises, forced displacement, and violence. Julie’s current projects focus on preventing the exploitation of youth through community partnerships, applied research, and innovative pilot interventions. Julie currently leads the Family and Me (FAM) Project, a six-year state-funded evaluation of an innovative foster care pilot for youth impacted by commercial sexual exploitation in San Francisco. She is also the Principal Investigator of a multi-country study exploring the mental health and protection needs and priorities of LGBTQI+ youth in refugee settings.

Julie brings over 18 years of experience in gender-based violence research and practice. She has led multi-year research initiatives addressing child marriage, safer cash programming for women and girls, safe shelter for GBV survivors, and health sector responses to sexual violence in humanitarian settings across Africa, Asia, the Middle East, and Europe. She has managed GBV programs and advocacy initiatives for the United Nations Population Fund (UNFPA) in Greece and UN Women in Tanzania to improve protection and support for survivors. Early in her career, she oversaw the design and implementation of jail-based health and reentry programs on Rikers Island in New York City. She holds a Master of Public Health (MPH) with a concentration in Health and Social Behavior from UC Berkeley.
